Youth Opportunity Program

NOTICE
All TAX CREDITS FOR FY2007 HAVE BEEN AWARDED.

 

Purpose
To broaden and strengthen opportunities for positive development and participation in community life for youth, and to discourage such persons from engaging in criminal and violent behavior. 

How the Program Works
Tax credits are allocated to organizations administering positive youth development or crime prevention projects that have been approved through the application process.  Approved organizations secure contributions from their community, and the contributor receives tax credits for those contributions.  There are 50% tax credits for monetary contributions and wages paid to youth in an approved internship, apprenticeship or employment project, and 30% tax credits for property or equipment contributions used specifically for the project.

*Schools and faith-based organizations must meet certain criteria.

Eligible Use of Tax Credits
This tax credit can be applied to:

  • Ch. 143 – Income tax, excluding withholding tax
  • Ch. 147 – Corporate franchise tax
  • Ch. 148 –
    • Bank Tax
    • Insurance Premium Tax
    • Other Financial Institution Tax
  • Ch. 153 – Express Companies Tax

This credit’s special attribute:

  • Carryforward 5 years

Application Procedure
There is no deadline for applying.  Applications are reviewed as received until funding is depleted. 

Funding Limits

  • The Youth Opportunities Program has up to $6 million in tax credits to award annually. 
  • Each project is limited to $250,000 in tax credits.
  • Each contributor is limited to $200,000 in tax credits annually.

Grants for Nonprofit Organizations

Eligible Entities:  501 c 3’s only- Civic & Cultural Organizations, Educational Institutions, Social Services and Youth Activities. Community and recipients must be Ameren serve customers.

 

Ameren makes grants to non-profit organizations to programs in education, services for the youth and elderly and the environment in the company’s Missouri service territory. School-based Case Management

Type of program: Case Management

Eligible: School districts

 

Offered in partnership with school districts, school-based case management targets at-risk students and facilitates achievement of social and academic success at home, in school, and in their community. Specifically, program outcomes are based on improved emotional and social functioning. Examples of successful outcomes include improved adherence to social and behavioral norms, academic progress, reduction in school disciplinary actions, and improved parental interaction and engagement with their children.

SCAMPS Summer Day Camp

Type of program: Special needs summer day camp

Eligible: Children, ages 7 - 12

 

Scamps Summer Day Camp provides two, 4-week sessions of structured programming dedicated to social skill development for children 7-12 years old. Awareness of social cues, peer negotiation, conflict resolution, and verbal and written communication are examples of specific skills targeted during SCAMPS. Intervention is experiential and activities progressively build social acumen and confidence.

Residential Treatment

Type of program: Mental and behavioral health treatment services

Eligible: Children

 

Spofford provides therapeutic, community-based and residential treatment programs for children ages 4 - 12 who suffer from a mental illness, or who have emotional and behavioral disturbance due to childhood trauma such as abuse and neglect.

Youth and Family Social Service Agency

 

Gillis is a 501c3 social service agency that serves children and families in 3 different program catagories in residential treatment for children, day treatment/special education schooling for children and community based in-home family services. We receive referrals from government, school districts, Missouri Children\'s Division and Department of Mental Health. Funding is a combination of fee for service, grants, private fundraising.
